A draft law to make additions to the current Organ Donation Law was discussed and supported at a meeting of the Standing Committee on Social Policy, Education, Culture and Science. The Minister of Health N. Khurelbaatar said, "The treatment of illnesses related to kidneys, bone marrow, cardiovascular system, liver, nerves, and skin is increasing. We need to pay more attention to the donor situation because of this increase.” The Organ Donation Law was approved in 2000 and amendments in the areas of organ transfer from the deceased and proper blood storage in case of a disaster situation must be made.
The legal parameters of donations also need clarification. There are people who wish to donate healthy organs who are not directly related to patients in need of transplants or donor organs. After this draft law the Standing Committee on Social Policy, Education, Culture and Science discussed about Social Insurance Law. Organizations who fail to follow the Social Insurance Law are drawing heat from Government and union officials for their mistreatment of workers. A representative from the working group acquainted with the operation and process of the Social Insurance Organization D. Oyunkhorol said, "There are many organizations which are ignoring their obligation to pay the insurance premium. There are organizations, which pay the insurance premium constantly, too. But there isn't any credit given to them." Mongolian Labor Union President S. Ganbaatar stated, "The Government is responsibe for the implementation of this law. The Labor Union will step up if the Government cannot do this. State inspectors will work to improve the implementation of this law."
Provinces to gain city status
The Government has sent a request to the State Great Khural asking to turn some large provinces into cities. If the legislation is passed it would mean that the Mongolia would have up to 8 cities. Under question are the districts of Darkhan, Erdenet, Khovd, Choibalsan, Kharkhorin, Choir and Zamyn – Ude The draft resolution from the State Great Khural has been supported by a majority, but the issue has been postponed for a significant amount of time. Chairman of the Standing Committee on State Structure J. Sukhbaatar said, "It took such a long time because the issue of renaming a province as a city must be requested by the Government only." While the issue was discussed last year, it was only brought before the Standing committee again on Tuesday.
